those specs were garbage when those components released almost a decade ago
you wouldnt be able to do anything with a laptop of those specs

those specs aren't great by today's standards, but you are trying to run a ps3 game--although rpcs3 seems to want beefy laptops
they recommend higher-end laptops (11th+ gen intel cpus and dedicated gpus with 4gb+ vram) on their site: https://rpcs3.net/quickstart
so you might be pushing it a lot with those specs
rpcs3 requires high end
There are laptops with roughly the cpu performance of a last gen desktop
Also rpcs3 supports macbooks, those have half decent cpu performance

I have tried emulating on a way better laptop and this title in particular is hard to emulate
gotta get a bigger budget
or realistically there's probably better hardware you can get for the same budget

for RPCS3 you're going to want a strong CPU, preferably one with 6+ cores
that CPU probably will not cut it
in fact in that video he mentiones the RPCS3 cpu tier list
and that CPU falls here, in D tier
aka, probably fine for non-AAA titles
MGS4 is absolutely a triple A title
what you shoud be looking for is a CPU that is something like 6c12t, or 8c, preferably with AVX-512 support
this doesn't just go for MGS4 this just goes for RPCS3 as a whole
also in the video they say that at native resolution an I5-9600k was able to keep pretty consistent 60fps, and if you compare that CPU to the one you're asking about, it is night and day
also we're not just talking low fps in this case, we're talking potentially unplayably bad fps
like 2fps bad
PS3 is extremely CPU intensive
and MGS4 is like the hardest of the hard games to emulate on PS3
additionally, it would help if you gave us your potential budget, we might be able to give some suggestions on systems that might work better for your needs
9600k is probably about "twice as fast" as a 6440hq
depending on workload
so it might be almost playable on a 6440hq

4c4t is like unplayable in any game on rpcs3
and from the stuff i'm looking at its considered unplayable for MGS4, even when the target fps is 30
Makes sense I guess, for an emulator if you don't have enough cpus and its own threads have to start competing the performance can fall off quick

also in this case we're comparing a mobile CPU to a desktop CPU
They're pretty much identical though, just the desktop one is clocked higher and has 1.5x the cores
but they're the same exact microarchitecture

i doubt rpcs3 has frame skipping
i'm not sure, because i know that mgs4 has a framerate unlock code, and it apparently also improves fps too
