Game stutters upon opening any sort of menu since summer update

an odd issue I seemed have to picked up

the video I posted doesn't show it well enough, but it can be worse than what is shown

only happens if I hadn't opened it for a little while

ah and the game itself runs just fine, only the menus

some more
