you have the tf2 germany localization
you can tell because there is the black "oil" coming out of players when you shoot at them
try removing -sillygibs from your launch options and disabling them in mastercomfig
if you can find tf_lv.vpk and tf_lv_dir.vpk files in your tf directory you can try deleting those
you might have to have steam support disable the low violence mode on your account

You can use the violence_ cvars to control this
violence_ cvars all 1 = blood
any violence_ cvar 0 = sparks
