that weapon is called the ambassador, and unfortunately there's no way to disable that within the game--you'd have to use a mod to disable the crosshair size change

The crosshair does serve a purpose by the way

It's meant to indicate the period of time after firing that the ambassador will be inaccurate

and can't do crit headshots
