these things should either be upgraded or never updated past original version of windows

Idk what country you live in but in most countries you can find a used computer for very cheap that will be leagues better than something that old
Like almost anything you can buy will be better than a laptop from 2005
In some countries it's hard to get cheap used computers though
You'll need to disable all visual effects, turn off all non essential services, turn off all background tasks that don't break windows, and games will need to be ran on their absolute lowest. CTT Windows utility should help you do the brunt of the work.
It's not going to be nice but you can make it more tolerable than it is right now.

I think your best bet is to install stock windows 11 by creating a USB stick with Rufus, as it let's you bypass the 2gb and TPM checks, and attempt to debloat it using something like https://www.w10privacy.de/. Installing something like an LTSC version of windows or some kind of custom iso does nothing but causes issues. With the link i provided, you can prevent windows from doing some random stuff in the background that's unnecessary, delete preinstalled apps, and prevent them from being reinstalled. You also might want to consider installing https://learn.microsoft.com/en-us/sysinternals/downloads/autoruns, as it let's you see an in depth view of what starts with windows.
And of course, it goes without saying try not to bloat the system any worse than it already is.
(This only applies if you're really against using Linux)

Best thing is to stay on windows 7 or to buy a better computer for as low as 50 bucks
Windows 10 will never run well on this kind of hardware, windows 11 even less so
I'm not really comfortable with recommending someone to use an OS that's been EOL since 2020
Windows 7 gets updates through October 8, 2024 according to microsoft
But for someone using a 20 year old laptop, staying up to date with the latest software security updates probably isn't quite the biggest concern
Truthfully, the only logical solution for them is to use a Linux distribution of their choice, but they don't want to do that
So their options here are limited.
assuming the Chromebook doesn't have an ARM CPU you should probably try to install Windows on that instead of this laptop you're talking about here

Well 16gb isnt even enough for tf2
It'll work for storage but the speed will be limited by whatever USB version it has.
I'm a fan of Windows LTSC editions
Or just Win7 with Supermium and VxKex should extend your mileage quite a bit
until games slowly become more and more unusable over time :p
or flat out fall completely out of compatibility

but they officially dropped support
which means at some point it will break and they won't fix it
even after that you'll probably be able to play tf2 as tf2 typically works with fairly old steam
but eventually tf2 will probably break too
