What's task manager look like when playing? Anything showing near 100% usage? Cpu? Disk? Memory?
probably that u have literally only 2gb of memory

i mean freeing up memory will help but it still wont be able to run tf2 smoothly

it uses less memory than windows so you'd get more mileage out of 8gb of memory
if you wish, although steam's no longer getting updates on windows 7

but as felix argyle mentioned, you'll still probably be getting stutters no matter what you use since your hardware is limiting
i'd recommend you use the low or very low mastercomfig preset with the low-memory addon (and other addons if you want)
then yeah you could try running through the os optimizations and/or using tiny7

or steam for that matter

well you kinda need steam for tf2
and if steam doesn't work, then that's probably indicating that the os is missing a bunch of dependencies that both would use
especially with the new 64-bit version of tf2 which would be using a lot newer things
tf2 requires steam, it will not run without steam.

A decade ago is 2014, there are totally alot of good cpus from that time period, even notebooks. I would say that computers from TWO decades ago are obsolete, 2004, the era of single cores and 1-2gb ram.
