technically, the more players , the more the green part of the graph becomes larger, but given that there are other factors like the amount of inputs they are doing, it is not feasible to read and monitor the graph
in practice the game does a good job of only networking to you the players that you can see or will see in a few seconds
it also does not network to you invisible spies, for example
if there is a 6 man push around the corner, unless you are aproaching the corner, the graph will not react
it's not based on distance, it's based on the geometry of the map and what parts of the map you are seeing or are almost being able to see

I asked why a server had net_graph 4 graph blocked and to see the exploit in action and they just beat around the bush
here is what I was describing:
this is a very exagerated example, where you can in fact get information before you would be able to visually
but normally there is too much noise and teammates entering and leaving to be able to tell anything
yes it does
only potentially visible entities are networked
If invis spies weren't networked, bots wouldn't be able to target them
also there are other exploits without external software that can reveal invisible spies
