although without knowing what your CPU is its hard to gauge how much performance you'll get, as TF2 is mostly CPU bound rather than GPU bound
just a vague guess based on it being 8 core cpu, you'll probably be able to use high or very high at well over 60 fps, probably at least 100 consistently

oh yeah, you'll get pretty good performance
tf2 doesn't use more than 4 threads, so it likes high clock rates

i just need over 165fps
it always can be a 2012 xeon
based on the benchmarks... I see one on that CPU for 127fps on ultra, but also one for 205fps on ultra, considering the fact that ultra is extremely overkill and sets things way higher than tf2 does by default, you'll probably have 165+ fps at the very least on high
what about 32 player servers?
hm i'm not super sure about that
i'd try it, you might want to end up messing with modules to boost your fps a little bit
lowering things you don't really care about, etc.
