If you're talking about the textures, usually it's not any settings in tf2 but instead a feature that your graphics driver may have called lod bias
Setting it to a positive value essentially allows you to offset which mipmaps are used for a given level of detail, basically your textures will appear lower resolution (if they support it)
You won't gain any fps from using it unless you're on a truly awful gpu with dogshit memory bandwidth and somehow the texture resolution is your bottleneck
Why would you punish yourself for playing like this anyway
