it's unstable, you could try using dx81 and see if it fixes it

dx80 has problems with transparent textures, could also be your problem too

I am spectating right now and its all normal

Try playing without custom/cfg/modules and see who is a culprit

Could also be a drive issue

or internet issue

It's reminds me of the video, where guy plays gta 5 on celeron and 3080, the textures just don't load
