You can jump rating really quickly. But only if you haven't played in a long time, OR you're a new account. This is because it'll make it easier for the system to determine your real skill level.

And imagine in league, I'm certain that you can jump if you have a good winrate... but that would mean you're clearly better than other players. If you're not winning most of your games you're likely not going to be jumping anywhere anytime soon.

Now assume that a 2200 player goes into a 400 rated player's account, and plays 10min games only to get back to 2200. Let's assume this 2200 uses 20 minutes for every game, and can play 1 hour a day. That's 3 games, winning all three nets them about 24 points. 5 days is about 100 points; 18 of those means 90 days or 3 months. Which is honestly not slow at all. And if we assume that the 2200 is just absolutely styling on his lower level opponents, being able to play 5 games in 20 minutes, from 400 to 1500, means an average of 15 games won, with +8 each time means +120 points in one day. If we round that down to +100 per day, then it'll take 11 days to get from 400 to 1500, which is around the 90 percentile.

So if you're actually good at the game, it really doesn't take that long to jump ranks either. But that's not how normal people do things, because we have to learn how to play the game and everything.
