my question is basically what should I play with white to get the greatest chance of an attack. If I could play kg 100 percent of the time with white this would answer my question, but black very often does not let that happen

So e4 is ruled out, d4 is the next best thing. And the London is the most fitting to what ur looking for. The only thing u need to worry about is 2 anti-londons and u should be fine. Otherwise you do get some good attacking chances imo
