Puzzles can be hard but it's easy to increase puzzle rating on lichess than on chess.com because lichess has hard mode where the rating increases a lot if you get it correct but decreases only slightly if you get incorrect.

Bullet kinda doesn't matter. Lots of young kids have insanely high bullet ratings (even 2800 or so) because they're really good at spotting tactical patterns under immense time pressure. Of course they're not 1000 in classical, but not that high-rated either.

In classical, their opponents have time, so the immense time pressure isn't there.

Classical also demands skills that are irrelevant or different in bullet, like opening preparation (both general & for specific opponents), deep calculation & visualization, positional play, strategical play, techniques, endgames and more.

Most tournaments I go to will have a prize for the best woman if at least 3 women play.

About 10%-20% of the players are women. (These are open tournaments, in Germany that means ~90% of the people are adults.)

I have never seen any gender-based harassment at these tournaments, but I'm a man, so I wouldn't exactly notice.

If you hire a resident master to review games, consider hiring a strong (FM+) female player if feasible. A female arbiter or organizer can have a similar function in being a role model as a person of authority.
The tournament with the highest female participation doubled as a state championship and had pretty serious prize money (I think 1000€, which is a lot for an amateur tournament).
