Eye color isnt mendelian and is determined by multiple genes. Recessive means that if you are heterozygous that the recessive allele won't be phenotypically expressed. You cant know that you are "recessive" for something just from you parents. Both of your parents have two alleles for each gene, and you dont know which allele you got from each parent. Unless blue eye color was determined by a single recessive gene you would not be able to tell what allele you received from your father or the nature of its inheritance pattern
