that's actually not the worst opening. the idea behind it is to advance your pawns and then place your knights on the squares (in the english, and the bird). doing it together is a bit dubious because it takes two tempo, but it's very playable.

Playing c4 first or f4 first, and then placing your knights on c3 and f3 is actually desireable. The only reason playing c4 f4 immediately is slightly dubious is because of the tempo that gives white a chance to challenge you directly in the center. And it's also why c4 and f4 alone are fine/better.

There's no official name for c4 f4 or f4 c4 in that order, I think it's an underrated opening try. I mean sure, the engine will say black is slightly ahead by -0.4 give or take a little, but its not significant at all if you arent a supergrandmaster. It's one of the openings that have room for creation if you ask me without being so horribly bad.
