I think its good for the game that stalemate is a draw. It makes the game so much more flexible because you can sacrifice for dynamic compensation knowing that you can draw a pawn down endgame. If stalemate were a draw then the margin for error would be much smaller, and that would kill a lot of creative aspects of the game
