It’s… all right. It still needs setup to be really good because it has terrible base Atk, but it also has terrible Speed and Def, so it’s not easy to set up.
It also requires its Hidden Ability, which is rather difficult to get.

Though I suppose if you do have Loaded Dice (which guarantees 4-10 strikes instead of 1-10) it does also skip accuracy checks on all hits after the first, but still.

A lot of things can outspeed that and probably kill in one hit.
It’s a funny strategy, yeah, but it’s hardly foolproof.

You can also use the Power items (Bracer, Lens, Belt, etc) to gain 8 extra EVs in a particular stat, plus the base yield of whatever you defeat.
Also, EVs are gained by every Pokémon in your party (technically it’s everything that gains EXP, but in these games that’s the whole party), so when EV training, make sure you only have things you want to have the same spread with you.
For instance, if you want Atk and Speed for a Garchomp and Sp. Atk and HP for a Sylveon, do not have them both in your party at the same time.
