Both separately are 15 respectively, you are basically paying for an extension when you pay your Second payment of 15 gold after your prime payment of 15 gold bars

I usually rock the bow with small arrows and a rifle. and then if medium/small animals run by i switch quickly to the varmit.

i think on its own it slightly increased accuracy. it def makes your arrows hit instantly rather than waiting for them to hit the target like it would in the real world. actually now that i think about it maybe that is how it increases accuracy with guns. makes them instant hits.
