Navy's are uncontested the best revolvers in the game, if you are a good shot and not a pain it black hero they are the only pair that will allow you to consistently land headshots from fair distances.

From my understanding, it's entirely random.
What you can do, however, is create a mash and then flavor it when it's nearly done; you don't have to flavor it immediately. That way you know you're getting instant gain from a flavor if you decide to make an expensive batch.
