yeah the game doesn't tells you, you suppose to do either bootlegger or story to lower to cost by $20 each missions so you just have to them twice to go down to minimum of $10

usually you should do bootleg before the sale and after that come back and do the bootleg again then buy the mash because there is a short cooldown inbetween and bootleg is better because you don't get put into another private server for story and it's a lot shorter

You'll only get wanted if there's witnesses and get reported, also sometime you could angered the npc like running too close almost touching or blocking the road etc (any way to make real people mad basically)
