I had this problem too, until I went on a bounty spree, to see how much time I can get in jail, if bounty hunters catch me. Since then, I cannot properly get up again. That said, I only feed/brush my horse only when necessary and I started occasionally killing random NPCs out in the world. Or I tend to fight back out of spite when the law chases me.
