Not necessarily. Ammo capacity upgrades and other pamphlets were exclusive to outlaw passes, which can now be bought from the fence.

Arthur's outfit was also an outlaw pass exclusive, but then added to Nazar's stock for gold. So it's unlikely more will come, but still possible.

If you look on the online compendium under ‘Latest Additions’, it’ll be listed as the only one there. You cannot purchase it because the option for the colors and the price does not show for MALE characters. If you’re a female character, it’s the opposite; you can see the colors and price, but it says ‘Out of Stock’ and you obviously cannot buy it. The coat isn’t in the in-game catalogue. It’s either a glitch and something that was wanted to be a surprise OR it’s some accident that Rockstar made.

In general, purchasing a Role and performing the role's tasks (like Collector, Trader, Moonshiner, Bounty Hunter, or Naturalist).

You'll need to do Daily Challenges (in your Player Menu, left on the D-pad) to earn Gold to purchase a role if you don't have enough.

Trader and Moonshiner will grant a fair amount of cash, but will require grinding for deliveries.

Bounty Hunter will provide less cash for completions, but you can do bounties much quicker than deliveries.

Collector provides loads of cash, but involves lots of time spent traveling around to gather collectibles.

Naturalist is not a good first pick.

I enjoy hunting, so I picked Trader first, then Moonshiner. Your mileage may vary.
