It seems pretty random, your wagon will summon but it won't register to the stables. I've found just running around works most of the time.

I'm not sure if it's time based, luck based, or if you have to somehow interact with it to register, but I think if you run far enough away, where it would usually despawn, it registers.

Hopefully R* can get their head out of their ass and fix it.
