the dead eye has several levels that you unlock when you advance in story

So basically, the dead eye in story mode slows the time to let you shoot several times a person. On online you can shoot several people but it doesn't slow the time.

To use the dead eye, you just need to press R3 & L3 at same time on PS with a gun equipped.
