i usually do a fort mercer glitch ( you can only do this in the epiolgue because its in new austin ), dont kill all the del lobos in there, just left 2 del lobos behind fort mercer, and then take the money in the table ( you can take the money in the left table near the fort mercer entrance ). And then leave fort mercer, go back to fort mercer again and the money will respawn.

You need to use the right weapons

If you use a varmint rifle instead of a small game arrow you can't get a 3 star squirrel pelt

You can use any rifle or poison arrows and take a headshot you can make it easy by using dead eye also make sure that your rifle doesn't have explosive ammo

Also be sure to check if it's a 3 star deer if you want to make it more easier you can hunt the legendary buck and then go to any fence and craft the legendary buck antler trinket this will lessen your burden of taking headshot

Actually from what I know it doesn't increase your chance of finding perfect pelts instead it will give you perfect pelt even if you didn't take a headshot or use a wrong weapon basically it will cover up for 1 star damage personally i never needed it till the hunting request for rare birds came

From the research I've done, 3 star pelts are quite hard to come by, firstly I want to meet a Fence to sell my valuables and make some money to buy a rifle

They are hard to come by for me since I just began my first playthrough

Well for common animals such as deer i think instead of just waiting for a deer to come by you should roam on your horse in an area of deers you can find those locations on the internet or sometimes your map will mark them and i think you will come by a 3 star deer also if you don't know if you even look at the tracks of deer while in eagle mode you will be able to see if it's a 3 star one or not
