you can only talk to robot guy in his lab during a storm, so once you talk to him in Saint Denis, the game makes it storm more so you can do that quest line

I once encounter an odriscoll doing a hold up on a wagon and i intended to save the dude they were threatening. I saved him, he thanked and ran away, Then the game gave me the option to take it to the face which was nice lol
Theres also a similar encounter and the dude running away is like "take the stuff in the wagon, it's gonna be reported as a robbery anyway."

When you are on a Mission/Challenge for a animal, it's definitely thing for them to spawn less. You should look up the lists for the next Hunting Requests and go ahead and get the ones coming up. Robins are a major pain.
