So I think I may have solved my problem from last night. I enabled Vsync in game, even tho I have Vsync enabled in my Nvidia Control Panel. Suddenly all of my severe fps drops are gone. Not sure why that was the setting to fix it all but now my GPU usage stays around 85% rather than dropping to 20% every 15 seconds.
