Pelt you mean? When hunting, either use binoculars or a scope to Study an animal, then you should see a Info button, click that and read it to see which weapon to use for a Clean Kill. This is how to not lose Pelt Quality.

Of Course, the animal has to start at a 3 start to begin with.

Blackwater is wanted dead or Alive for story reasons. Fort Wallace is always like that, I forget why. A small part not in any town likely means you did something bad to someone while on a road, maybe ran over someone with your horse, or robbed someone on a horse, etc etc
