Just go to any of the Gang hide outs, find a guy out in the open, standing still and try to make the longest throw you can. If you miss and they go Agressive, Run off until they stop chasing you, then go back and attempt again.... Save first, so you won't have to retreve your tomahawks if you run out, you'll just have to load.

i got mine by going to emerald ranch, antagonizing a farmer bcs they dont have guns . they run away, i ran after them and kept my tomahawk aimed at them and the second the reticle turned grey instead of red, meaning it was out of range, i moved forward a bit more, dead eyed, and threw
