Play it once doing every High Honor Option, then save after it
Then play it again with every low Honor option, and save it to a different file
move both files out of the games folder if thats possible, and simply place them in when you want to replay a certain way
You'll then have both the high and low honor for any playthrough

But I think you can whistle for it and your horse will buck off the NPC then come back to you. At least, that's what you can do in the random encounters.

The system works that no matter the bounty, the first 2-3 bounty hunter groups will be about 4-5 people, and the more you kill the higher it gets. If you have a 10 dollar bounty, the number will probably stay at 4. If you have a 300 dollar bounty, the bounty hunters I believe can go up to 9 with 3 dogs
