You obtain it from doing bounty missions in GTA. I recommend doing it in a private server and just straight up killing the targets if you don't plan on playing GTA. On the last obe, the guy giving the missions will tell you about a stash they had. After earning it, you kill 25 NPCS/players with it. Recommend just going ham near the casino, took me 3 minutes to kill 20 there.

Look around docks and such, they spawn randomly.
Some spots in the water are invisible boundaries and your boat will just straight up sink with Zero warning. It's just the stupid.... again Rockstar and it's dumb logic.

My personal theory is that Hosea helped suppress that side of Dutch but then ya know and Dutch started to reveal his true colors but even before Hosea died Micah was still digging into his brain but very slowly
