One tip I've found for wagons is, climb in the back of the wagon and whistle. For some reason most people will panic and run away. Wait for them to be far away then jump in the driver's seat. Some people will shoot at you, but do not shoot them and keep whistling. They will jump out of the wagon. When they jump out, climb into the driver's seat and run away because he will keep shooting you until you lose him. He will not call the cops, but if you kill him, they will call the cops when they see his corpse.

I have wish the guns (and everything) was always available but unreasonably high cost before it should be available naturally. If I want to grind gold in chapter two it'd be nice if I could spend it. I get there are reasons things are how they are.

I know it's single player. You can rob and steal and kill bounty hunters. Not grinding but there's also treasure quests that give you some.
