Bounty hunters aren't even that annoying. There was only one instance where they were. I went to attack the Shady Belle hideout and was ambushed by the Bounty Hunters from behind and Lemoyne Raiders in front. Two waves of bounty hunters arrived because I wanted to loot all the bodies.
