i would recommend double checking you submitted the other debts, then save and restart your system

if you still cant get it, it looks like its still possible to get the achievement anyway. so maybe just keep a save in chapter 3 as you go forward and hopefully youll get the achievement later. if not, you can always fall back on the old save to try other solutions

The Lures specify where you can use them, like Special River Lure, etc etc
