I have even tried using a creator mode to drag myself up and activate the cutscene and even Javier, but he somehow teleports back to the ledge and down over it.

If U have a bison pelt(Nr1) and a elk(Nr2) (wapiti?) pelt on 1) Ur horse and 2) on Ur back and U put down one of them in a random hut, does the one U Put down disappear even if U don't save/fast travel or even just go too far away ? And if its possible to go too far- what's the max range U can Go to not make it disappear?

there is no specific distance at which itll despawn. pelts rather go away after a certain amount of time... so if youre quick enough, it wont despawn

search it up. look at a tutorial video. the spawn is not guaranteed right away. reload a few times, sleep, etc. be a problem solver.
