The spawn im at is near the braithewaite manor. and NONE is spawning. ive tried saving my game, loading that save, and then sleeping. Ive been at this for atleast 3 hours. And only atleast maybe 3 panthers have spawned. ive even tried going to another location. So where do i get perfect panthers at? Ive even tried using the bait. I've been trying to get pearsons jacket for over a week now...
I'm still in chapter two, only done americans at rest, bruised dog and money lending I
30.1% (upgraded most things in the ledger, gotten lots of compendium and the legendary satchel)

My questions are:
If i upgrade the provisions stockpile, have I lost the quest? I see him chopping rabbits sometimes and when he whistles next to the pot drinking beer he wont give me the request.
I already have two other requests active, can I only have two at once?

I've tried SO many tactics already:
Low cores (this does nothing, datamining shows this)
Underweight (pretty sure Arthur was near death, still nothing)
I've tried reloading away from camp, same routine every single reload on that day
I've tried offing Arthur after every greet to "reset him" (it doesn't reset Pearson at all, time just rewinds to the closest hour and the routine repeats)
I've tried the running in and out method on the horse (same as before, Pearson is still following the same routine)

Am I missing something?
