Yes you can get a boat from Clemens Point camp it costs $450 for the upgrade, or Owanjila lake I have found canoes. Saint Denis, Van Horn and Annesburg have various boats. Just watch out there is an invisible map boundary if you go to far out passed it the boat will sink
