@uncut berry you also need to donate whatever each satchel require as material to be crafted. As for upgrading the provision 4 times, I don't remember it being upgraded that many times but I'm only in chapter 3. Which satchel are you talking about? A specific one or is it all of them? 2 of the satchels require you to have crafted all the other satchel before you can craft them, when looking at the recipe it'll tell you that.
