That's actually wrong for Legendaries, they never want the right Lure. Like if you are trying for one that is in a Lake, try using the Special Swamp or River Lure.

in dense forests often animals will spot you before u can see them if not using eagle eye, if they do, it'll seem like there's no animals
so when entering a forest if i'm hunting, i always try entering from an direction that puts me against the wind
you can see the wind direction if u hit eagle eye, you'll see small waves emanating from you, that's your sent but it also tells you which direction the wind comes from
so you want to do it so that you see your sent flowing behind you as it'll mean that you're against the wind and animals in front will not smell u

The badger was the toughest one for me because i was using the wrong weapon and the little buggers are so rare...

I know i didn't aim for headshots and still got perfect pelts, just make sure to scout them with your binoculars to see if they're poor, good or perfect quality

Most important is using the right guns
Or weapons in general
Otherwise using a shotgun will just ruin all pelts, using a weaker gun on some animals wont kill them just harm them and lowering the quality. Too strong guns on smaller animals will do the same
