Hrm, that's odd then. FYI, make sure to go talk to the Legendary Fish guy, he is just a ways northwest of the Gang Camp, just follow the beach around until you get to a dock on the lake, you should see the White Side Quest before you get there.

This cougar I’m talking about isn’t a regular cougar it’s that special black cougar that that one NPC was talking about up in the grizzlies it doesn’t look like the black cougar you find in new Austin tho its fur was really scruffy it looked like that one wolf you kill in the side mission with the veterans that is missing a leg but it was a cougar not a wolf

I remember one time I was hunting up in the grizzlies when I came across this NPC who was a hunter but he also looked like the trapper he had a lot of stuff around skins and on top of that he also had two perfect coyote pelts on the ground you walk up to him and he talks to you about how great of a hunter he is and how he killed like 30 bears in a year and he talks about a cougar or maybe it was a panther in the swamps near Saint Denis then he says that he recognizes you from somewhere he gets scared and runs away I didn’t think much of it but I got killed by a black cougar/panther out in those swamps so he must’ve been telling the truth

Yes. There is a mission that you must complete before chapter 4 ends and with high honor. Plus you need to have completed:

Money Lending and other Sins 3
The Course of True Love 1, 2, and 3
Complete 7 Strangers Missions
Completed 7 Companion Missions
Complete 7 Companion Items Quests
Found 27 Points of Interest
When you done these actions, You have to go to the Northern most location in Grizzlies West and there you will find a grave named Silas Morgan. The son of Arthur Morgan. This starts a secret mission named “Red Dead Redeemed” in which Arthur's son comes to him in a nightmare and tells him that he will die of tuberculosis if he doesn't go to Blackwater and get the gold from the heist.

In Blackwater, Arthur meets a Yardley McCourt who was the father of Heidi McCourt. The girl that Dutch shot and killed in Blackwater.

Angered over his daughter's death, he recognizes Arthur and the Mission, “That Old Black Magic” begins. He engages in a duel with Morgan. If you lose you die. If you win, he tells you to go find “Something Old, Something New, Something Borrowed, and Something Blue.” So he can burry his daughter because she was murdered on her wedding day and he never got to walk her down the isle.

After you find those things, which are a book of poems, an engagement ring, a wedding veil, and a blue broach, you take it and bury the corpses of the McCourts. The Man in the Black from RDR1 appears and tells Arthur that he knows who he is and what he done.

If you have high honor, he cures you of your Tuberculosis as a reward.

If you have low honor, he laughs and says your actions are meaningless.

Unfortunately, Arthur dies in the ending of his story arc so this was all meaningless.
