I'm inserting the data disc, it starts copying, stops at 46%

And tells me to insert the play disc

I install the play disc but then the play disc tells me to insert the data disc

Hey bro @runic swift for Your problème i have solutions : first is completely delete any partial installation of the game from your PS5 storage, 2 : check the disc, wipe both discs with a microfiber cloth. 3 is Insert the Data Disc first let it copy until the progress bar stops and the system prompts you for the next disc only then, insert the Play Disc to finish the remaining data transfer.
If it doesn't work if it still acts up try inserting the Play Disc first to trigger the license check, then swap to the Data Disc when prompted to begin the actual download
