In this case it is not as that plugin is highly involved and would only bloat this plugin as it is not chat related. Honestly, check out that plugin and you'll see what I am referring to.

What Deluxe Announce does and what Deluxe Chat does are two separate functions. It doesn't do announcements in chat. It is also much more than just an announcement plugin and some of what DA does DC already does as well. There is a test server for DA. I would encourage you to give it a vist so you can understand better what it does.
