There's definitely some savings to be had on the cooler.
Thermalright has the Phantom Spirit 120se or Peerless Assassin 140 or even the Royal Pretor 130.
ID Cooling's Frozn A620 Pro SE is another option.
Lots of quality air coolers rated to cool ~200 watts TDP in the 30-40USD range these days. That processor is rated at 120 watts TDP... so you have plenty of headroom.

how about just take this and save by using peerless assasin 120, possibly finding better ram deal, and downgrading gpu to something as comparable in raw power as possible but saving by less vram
