Most DisplayPort to HDMI cables are one way due to how the technologies work. To connect an HDMI device to a DisplayPort display, you usually need an active HDMI to DisplayPort adapter.

But would the power from my Xbox USB port be enough to power it?
On some. Most require USB power to power the chip that translates the signal, but there are some that can work with just the power from the HDMI port.
I know that but the usb cable that come out of the adapter does it require more power than my Xbox USB port can output

No. All the models I have seen require very little power.
Should be enough. It also needs to support HDCP (copy protection) for most content. Some adapters don't. Their specifications should say this.
