Is this a fresh build? If so, does it happen to use the old drive from a previous build? If so, did you by any chance not reinstall windows?
If all are true, your drive is most likely partitioned as MBR, with your motherboard not having CSM/Legacy Boot turned on by default

Bandaid fix in that case is to go through BIOS and turn on CSM/Legacy Boot, but you should really go through updating your drive from MBR to GPT (which can be done without wiping it)

I tried 10s of cmos reset nothing worked
enabled XMP 2 randomly started working
I have 0 idea why its happening
If enabling xmp fixed it, there might be an issue with your ram
