That almost looks as if the computer is "sleeping" - there's a slight fade-in and fade-out to the light. You'd need to check the user manual of the motherboard to be certain though. Hopefully the manufacturer publishes useful information in their manuals.

It’s not at all the kind of thing a post code would do. A single extremely slow flash is not something you could vary to show different problems
Appreciate y'all chinming in.. should have shut this down...after tearing it down and talking in tech-chat-1 and other research, it seems that the power supply (12 years if not more old) has degraded enough it can't spin up a 3.5 HDD, let alone the two that were in there (this is a media PC...just serving to my AppleTV). with those drives disconected -- and with or withat 2.5's or ssd's in addition to the boot ssd, it's fine.
I have a cunning/stupid plan involving a drive adapter power supply and a molix -> 2 sata cable to power the drives externaly
(looking, the only SFX power supplies in the non-sunk cost department is a company that's got a really bad rep....this machine isn't worth throwing a lot into... but I have the power supply already unused and the y cable is $5....so worth giving it a try)
