The 9070xt offers similar performance to the 5070ti, some even say better raw performance, and its cheaper. The case does come with pre installed fans but you can take them out and replace it. This is your initial build but edited, its $160 above budget but to go lower than that then we'd have to sacrifice some cpu performance

White version without sacrificing performance in comparison to the black, as you can see it costs more and noone would see the psu in the psu shroud so a black psu is fine
