It's been happening for around a month now, and usually it goes away after I boot up an intensive game. But now it's just constantly there.

It's only on the bottom of the screen, never anywhere else. It also happens during startup

That is WAY more likely a cable issue than the GPU

Though you can do a screenshot to confirm. Screenshots copy what is in the framebuffer so if it shows up in screenshots, the GPU drew it that way. If it doesn't, it happens after the GPU is done with the image.

So could it be the cable connecting the GPU to the monitor in my laptop?

It could be the panel as well, no easy way to test this on a laptop

Easy way to confirm it's NOT the motherboard / GPU is to connect the laptop to an external display (TV / monitor) using HDMI. If the problem persists, it's the motherboard / GPU. If the problem goes away / does not happen on the external display, it's the internal ribbon cable, LCD panel, or LCD control board.

Most laptops still use LVDS which is analogue.

The screen effect mainly happens on 144hz

On 60hz it doesn't happen to that extent
