It's only on the bottom of the screen, never anywhere else. It also happens during startup

That is WAY more likely a cable issue than the GPU
Though you can do a screenshot to confirm. Screenshots copy what is in the framebuffer so if it shows up in screenshots, the GPU drew it that way. If it doesn't, it happens after the GPU is done with the image.

So could it be the cable connecting the GPU to the monitor in my laptop?
That would be my main suspect. The cable goes through the hinge so the stress on it from opening and closing all the time is quite rough.
It could be the panel as well, no easy way to test this on a laptop
It's either the cable connecting the laptop motherboard / GPU to the screen, the screen's control board, the screen panel itself, or goblins.
Easy way to confirm it's NOT the motherboard / GPU is to connect the laptop to an external display (TV / monitor) using HDMI. If the problem persists, it's the motherboard / GPU. If the problem goes away / does not happen on the external display, it's the internal ribbon cable, LCD panel, or LCD control board.
It is monitor related, not GPU
