Case fans? Or GPU fan and CPU fan too? Also are you running any mainboard control software or aftermarket RGB control stuff?
Couple of things that could have happened, power rail feeding power to the fans has died, or fan controller IC got some bad signal, if can include some info about what all you've tried (reboots, safe mode or not etc)

Ive tried what feels like everything
i have lian li lcd fans
the LCD has never worked sadly and now the fan blades just stopped spinning
i have 2 sets
one reverse blade and one just normal
it went from only one not spinning to now NONe of em spinning
its kinda fried

First mistake was not taking them back when they didn't work to begin with
