it's locked.. i can overclock using msi afterburner and it overclocks fine so ik the card isn't bad.
i tried to flash a vbios but it never worked

Power cap? The only thing I can possibly think of is either you forgot to plug in the PSU connectors to the card, or the PSU is not proving enough power. But truth be told, I've never heard of this error before.
After a bit of digging it seems my hunch seems to be about correct. Could be a driver issue but could also be a power supply issue. Make sure your connections are installed on the card and make sure they're secure.

i don't think it's a psu issue because i tried it on another pc and made sure it was secure and it was still locked
i think flashing a new bios can fix it but i don't think i did it properly before
psu in the pc it came with is 650w
psu of the other pc i tested the gpu with is 750w
the pc it came in is a prebuilt

another thing to keep in mind is that the gpu never goes above OR below 210

It’s a 5 year old card now a 3060ti. Possible the hotspot has over heated the card

And if it is overheating it’s getting close to catastrophic or damage has been done to be limiting to as low as 210mhz

i thought it might be possible that it's a hardware issue so I'm probably going to bring it to a store and see
i don't think it is but it's definitely possible
might just sell it and buy a different gpu if i get lazy enough tbh

i can overclock +1000 to get 1200mhz and check and let you know the hotspot later tho
i got like 140-300fps at that clock speed

Yeah that sounds like a damaged card. I thought it was a card you’ve owned for a while
My first port of call would be just to pull the heatsink off and repaste. Possible that’s ran off/dry.

I'll do some research on that before i touch it.. I've never taken apart a gpu
sounds simple enough tho.. I've built 2 pcs and helped with a bunch of others so i should be able to manage
